Description
The Austrian constitution of 1867 not only introduced universal conscription, but also established that all ethnic groups (later called nationalities) were entitled to be trained in their mother tongue. Several political and military goals and hopes were attached to the system of regimental languages. Although the military leadership endeavoured to respect the constitutional rights of its soldiers, it was more important to ensure thorough training in order to be able to wage war successfully. This was also evident in public.
