Historians Sönke Neitzel and Bastian Matteo Scianna present the first comprehensive account of German policy on Syria since the outbreak of the civil war in 2011. They highlight the shortcomings of a foreign policy that was paralyzed by shock in the face of the catastrophic situation in Syria. Neitzel and Scianna identify a discrepancy between the Federal Republics economic power and its limited willingness to shoulder the growing political responsibility associated with international crisis management. Their conclusion: Germany lacks a strategic culture for dealing with military conflicts. Instead, German foreign policy often consists of offering self-righteous advice from the sidelines while taking little actionan approach that hinders the formation of a unified Western stance.
