In 1966, the Soviet Union had begun work on the creation of midget submarines "Triton". They were led by designers design bureau "Wave". Draft project SMPL "Triton-1M" was developed in 1968. Technical design double midget submarine was completed in December 1969 and 4 April 1970, he was finally approved by a joint decision of the Ministry of the shipbuilding industry and the Soviet Navy. The project received the designation 907. In 1972-1973gg. Double unit "Triton-1M" has been tested, and then began its mass production at the Novo-Admiralty Shipyard. There were built 32 units. "Triton-1M" is a unit of "wet" type, two divers with breathing apparatus are filled with water permeable cabin.
