The author traces the evolution of air warfare and the development of the German air force into a separate sub-force. He shows that, contrary to popular belief, air warfare did not result from the general mechanisation of warfare, taking the military by surprise after the outbreak of conflict, but was the result of deliberate preparation. The level of command, equipment and personnel are examined in terms of the conditions to which they were subject and compared with the situation in the enemy states.
The specialisation and design of the individual air force components, their command structures and their respective areas of activity are examined, and the political, economic, technical, military and personnel conditions are discussed. The influence that the difficult situation of the armament industry had on the air war becomes particularly clear. The author also vividly portrays the mood and everyday life in the Luftwaffe of the German Empire, shows how the Luftwaffe was able to act and what influence it had on the course of the war.
