Chances and obstacles, illustrated by the example of Bayerische Oberlandbahn GmbH.
Today, private transport companies also shape the picture in local rail passenger transport alongside Deutsche Bahn AG in many places. The liberalisation of the rail transport market was one of the essential components of the railway reform of 1994. However, the market share of private providers is only about ten percent despite active participation in public tenders. Even though the situation of regional rail passenger transport has improved after the reform, there are still barriers to market entry for private transport companies.
With this in mind, the author Silvia Harrer discusses the opportunities and potentials as well as obstacles and problems resulting from competition for private providers after more than ten years of railway reform. She compares the framework conditions and implementation of regionalisation in the federal states of Bavaria and Schleswig-Holstein and gives examples of two private railways, the Bayerische Oberlandbahn and the Nord-Ostseebahn. In the course of the study, expert interviews and a passenger survey were conducted. The book is aimed at public transport authorities, transport companies and transport associations as well as experts and interested parties in the field of public transport.
