This article examines the failure of the Italian Navy to resolve its problems with naval aviation, including naval aviation and aircraft carriers, before entering the war against Great Britain and France in June 1940. This problem is examined on the basis of available documentation and in relation to the technological and operational development of naval aviation, particularly aircraft carriers, in the twenty years between the two world wars. The resulting picture shows that the lack of naval aviation, aircraft carriers, and a proven system of procedures for naval aviation cooperation negatively affected the operational capabilities of the Italian Navy during World War II. The article is accompanied by an appendix containing information, characteristics, and profiles of the aircraft carriers, seaplane carriers, and aircraft catapults that were studied, designed, and built by the Italian Navy between 1920 and 1943.
