After the defeat in North Africa between December 1940 and February 1941 and the heavy losses in the war against Greece, the Royal Italian Army was reorganised to make it operational on all fronts. Mussolini's reorganisation of the army was based on the assumption that although the divisions lost in North Africa could not be restored, it was still possible to field an army that could fight in North Africa, occupy territories in the Balkans (Albania, Greece, Yugoslavia) and, if necessary, occupy French territories (Tunisia, Corsica, Provence). The most important aspect of the reorganisation was Mussolini's desire to strengthen the Italian presence on the Russian front, where the Italian Expeditionary Corps was already fighting in Russia. Added to these various requirements were plans for the invasion of Malta, while shortcomings in vehicle and weapons production limited the possibility of setting up modern mechanised units. Ultimately, the Armata del Duce was not formed, and the planned reorganisation failed, while new divisions were sent to the Russian front and the units intended for the invasion of Malta were sent to El Alamein.
