The robust Fokker C.XIw was developed and built for use in the Royal Dutch Navy. Development began in early 1934 and the reconnaissance biplane was the first Dutch aircraft that could be launched with a catapult. At that time, a new flagship of the Dutch East Indies Squadron was under construction, which was to be equipped with a Heinkel K 8 catapult. Fifteen aircraft were ordered and served the fleet as long-range reconnaissance aircraft from 1936 to 1942. They were mainly deployed in the Dutch Indies and stationed on board ships such as the HNLMS cruisers De Ruyter, Java and Tromp.
