Scientists suspect that there are enormous, as yet untapped reserves of raw materials under the Arctic ice, including oil, natural gas, diamonds, valuable metals, etc. Various states are therefore insisting that they have the right to exploit the Arctic. The economic claims and ventures of the various actors are increasingly flanked by military programmes, whereby Russia has so far reacted more quickly and consistently than other littoral states to this changing situation.
