In the first four chapters the author describes the origins and family of Prince Adalbert of Prussia, then goes into his path to becoming a naval officer, describes his role in the founding of a German navy and finally deals with the influence and limitations of the Prussian prince in building up the fleet. The appendix contains the facsimile of Prince Adalbert's influential memorandum, in which he calls for the establishment of a German fleet of his own, based on the experiences of the German Confederation's war against Denmark in 1848.
