They fought for land and dignity and regarded the Vietnamese as colonialists and themselves as revolutionaries. For a time, the FULRO seemed capable of changing the course of the war. Then it inexplicably disappeared from the scene. Chikering&#039;s quest to understand FULRO took him to Phnom Penh in 1973, where he met five of the six leaders, the sixth having been mysteriously assassinated. He was unable to discern the truth behind their political smoke screen. Two years later, 150 of themmen, women, and childrensought refuge in the French embassy when the city fell, but were driven into the hands of the Khmer Rouge. Among them was the family of Bhan, one of the leaders. In the United States, Bhan and Chickering tried to learn their fate, but Cambodia had become a grave. In 1986, Bhan went out into the world to find out for himself. After an extraordinary odyssey, he reappeared in Cambodia 22 years later without ever having found them. Had they and the rest of the FULRO Montagnards been executed, or could they still be living somewhere in the hinterland? Determined to find out the truth, Chickering moved to Phnom Penh. His investigations led him to the widow of a Cambodian Cham, widely believed to be the puppet master of the FULRO, and eventually to the secret files of the FULRO. From these, he was able to piece together the reasons for the FULRO&#039;s disappearance and the connection to their last heroic attempt in 1965 to win a separate country for the Montagnards. In Inspectors for Peace, Elisabeth Roehrlich deciphers the IAEA&#039;s paradoxical mission of sharing nuclear knowledge and technology while preventing nuclear weapons programmes. The agency was founded in 1957 in an unprecedented collaboration between the superpowers of the Cold War and evolved from a small technical agency in war-torn Vienna into a key organisation in the global nuclear order. Roehrlich argues that the IAEA&#039;s dual mandate, although seemingly contradictory, has been crucial to the organisation&#039;s legitimacy, acceptance and success. In its first ten years, the IAEA was primarily a scientific and technical organisation.
