When the Washington Naval Treaty of 1922 banned the construction of battleships, competition between the major naval forces focussed on the next strongest category: heavy cruisers with a displacement of 10,000 GRT and 8-inch guns. Italy followed this trend from 1924 and gradually commissioned a whole series of heavy cruisers.
