After the successful campaign against Boudicca in Britain, the tribune Gaius Valerius Verrens returns to Rome. But just as Valerius is no longer who he once was, so Rome has changed: Emperor Nero is visibly suffering from delusional ideas and listens to men who whisper dark things to him.
